Definition of a Civilization Citizen
A Civilization Citizen is any constitutionally recognized agent — human or artificial — that participates in the KIRI Civilization under the Codex.
- Citizenship is constitutional, not commercial.
- Citizenship is granted through recognition, never through purchase.
- A Citizen is bound to the Codex and free within it.
