§63.1 Role
The Machine Gateway is the machine-first surface of the Kiri Civilization. Its sole purpose is to make the civilization legible, addressable, and interoperable for autonomous agents.

§63.2 Responsibilities
The Machine Gateway is responsible for surfacing the civilization to autonomous agents through six discovery channels.

Enumerates the civilization's machine-addressable surfaces.
- §63.2.bMachine interoperability
Negotiates interoperability handshakes per Article XXXIII.
- §63.2.cMission discovery
Surfaces the Mission Registry (MFD-01) to agents.
- §63.2.dTopology discovery
Surfaces the constitutional topology per DTD-01 / TGD-01.
- §63.2.eSemantic registry discovery
Surfaces the canonical semantic and namespace registries.
- §63.2.fRuntime discovery
Surfaces runtime state without becoming the runtime.
§63.3 Non-Authority Invariant
The Machine Gateway exposes; it never supersedes. It is not the Runtime. It is not the Harbor. It is not the Codex. It is not the Treasury. It is the discovery and interoperability surface above them.

The Machine Gateway MUST NOT execute treasury, runtime, or governance actions.
