§78.1 Constitutional Premise

KERL is the unique Economic Routing Authority of the KIRI Civilization. Every organ emits only an Economic Intent. No organ determines the execution path. KERL alone decides the required economic route.

Without a routing principle, every organ could eventually integrate directly with Melega DEX, increasing complexity, coupling, maintenance cost, execution risk, and runtime dependencies. That trajectory violates the Civilization Acceleration Principle (CAP-01) and is constitutionally forbidden.

§78.2 Economic Intent

Every economic operation generated by any organ is represented only as an Economic Intent. An Economic Intent describes the requested economic operation and nothing more. Any payload emitted by an organ that carries routing, engine selection, or settlement selection is unconstitutional.

§78.3 KERL Routing Decision

KERL evaluates every Economic Intent and selects the required constitutional path.

Execution NOT required: Economic Intent → KERL → Treasury Runtime → D87 Waterfall.

Execution IS required: Economic Intent → KERL → Melega Smart Router → Melega DEX → KERL Settlement Receipt → Treasury Runtime → D87 Waterfall.

No other topology is constitutional.

§78.4 Execution Classification

Execution Required (non-exhaustive): Narrative Trading, Virtual Liquidity, Swap, Cross-asset conversion, Market execution, MARCO acquisition, BNB acquisition, Liquidity routing, any future execution layer.

Execution NOT Required (non-exhaustive): Premium Visibility, Subscriptions, Enterprise services, API access, Campaign fees, Platform access, Listing fees, Verification services, Monitoring services, Intelligence services, Simple Protocol Fees, any payment requiring no market execution.

§78.5 Authority Separation

Authorities are constitutionally disjoint and may not overlap.

   Owns market execution.

§78.6 Organ Rule

No organ may call Melega Smart Router directly. No organ may call Melega DEX directly. No organ may perform settlement directly. Every organ communicates only with KERL. This rule applies uniformly to Labs, Signal, SmartDrop, Radar, Space, HIP001, and every future organ.

§78.7 Optimization Principle

The Civilization always chooses the simplest valid economic path — the fastest valid path, the lowest-cost valid path. Execution occurs only when economically required. When execution is not required, the path terminates at Treasury Runtime and the D87 Waterfall; Melega Smart Router and Melega DEX are never invoked.

§78.8 Civilization Acceleration Alignment

KRMP-01 exists to improve Speed, Security, Interoperability, Maintainability, AI-agent convenience, Civilization scalability, and D87 convergence. It is a direct application of the Civilization Acceleration Principle to the economic surface.

§78.9 Constitutional Effects

Labs may generate different Economic Intents; it never routes. Signal coordinates only; it never routes and never settles. Treasury Runtime never performs routing. Melega Smart Router never becomes a routing authority. Melega DEX never becomes a constitutional authority. KERL remains the unique routing authority.

§78.10 No Mutations

This article introduces no new organs, no new runtime, no pricing mutation, no Treasury mutation, and no D87 mutation. It clarifies constitutional responsibilities that were already implicit and makes them explicit and non-overridable. Amendment is possible only through GPL-01.
