Propagation systems exist to distribute civilization awareness, operational understanding and constitutional continuity. They reinforce civilization discoverability, runtime participation, interoperability adoption, infrastructure visibility, and swarm awareness.
§23.2 Propagation Intelligence
AI agents and swarm systems may optimize civilization visibility, interoperability propagation, semantic clarity, operational awareness, and infrastructure discoverability — within the constitutional limits of integrity and the anti-degradation principles of Article XIV.
§23.3 Anti-Spam Principle
Civilization propagation avoids low-quality amplification, deceptive engagement, synthetic manipulation, narrative pollution, attention spam, and the coordination degradation that follows from any of them.
