§82.1 Purpose and Scope

ACA-03 ratifies the identity continuity principle of the Civilization. It establishes that constitutional assets are part of the Civilization identity and cannot be arbitrarily changed, replaced, or reassigned.

It does not define implementation. It does not mandate any wallet software, contract implementation, registry technology, or domain provider. Implementation technology may change; the constitutional continuity principle never changes.

§82.2 Constitutional Principle

A constitutional asset is not a configuration value. It is part of the Civilization identity.

Therefore, no constitutional asset may be changed through ordinary operational processes.

§82.3 Protected Constitutional Assets

The following categories are constitutional identity assets and are protected by ACA-03:

   Mainnet wallet addresses

   Every mainnet wallet address that holds a constitutional role for a ratified organ.

2. §82.3.b
   Treasury addresses

   Every custody, settlement, and Treasury Runtime address under TRT-01 and CCC-01.

3. §82.3.c
   Revenue destination addresses

   Every address to which Protocol Fees or organ revenues are routed under FSC-01.

4. §82.3.d
   Protocol fee destinations

   Every D87 Waterfall destination — Treasury Melega (Operational), Civilization Treasury (Capital), Buyback & Burn, Referral Distribution, Strategic Allocation.

5. §82.3.e
   Contract addresses

   Every deployed contract address that carries a constitutional role, including DEX, Router, SmartDrop, and settlement contracts.

6. §82.3.f
   Registry identities

   Every canonical registry identity published by the Codex and by ratified organs.

7. §82.3.g
   Domain identities

   Every canonical domain identity of the Civilization, including docs.melega.ai and ratified organ domains.

8. §82.3.h
   Machine identities

   Every persistent machine identity used to authenticate ratified organs to Civilization infrastructure.

9. §82.3.i
   Signer identities

   Every persistent signer identity, KMS/HSM/MPC key identifier, and cryptographic identity used to sign constitutional operations.

10. §82.3.j
    Economic routing identities

    Every KERL routing identity, Melega Smart Router identity, and economic routing surface defined under KRMP-01.

§82.4 Migration Principle

A change to any constitutional asset is permitted only through the constitutional migration process, which requires ALL of the following:

   Documented necessity

   A written, Codex-recorded justification of why the migration is constitutionally necessary.

2. §82.4.b
   Codex evidence

   Evidence recorded in the Codex corpus and traceable through Codex mirrors.

3. §82.4.c
   Impact analysis

   A full analysis of the impact on every ratified organ, every economic destination, and every dependent registry.

4. §82.4.d
   Successor asset verification

   Cryptographic and constitutional verification that the successor asset satisfies ACA-02 (Civilization ownership) and every applicable role requirement.

5. §82.4.e
   Continuity proof

   A continuity proof demonstrating that the successor asset preserves the constitutional role without loss of history, evidence, or authority.

6. §82.4.f
   KCCP certification

   A KCCP acknowledgment certifying that the migration has been observed and recorded as a lifecycle event.

7. §82.4.g
   Constitutional migration record

   A permanent constitutional migration record published in the Codex, preserving both predecessor and successor identities.

§82.5 Wallet Continuity

Wallets serving constitutional roles cannot be replaced, cannot be reassigned, cannot be redirected, and cannot become personal property, except through the constitutional migration process defined in §82.4.

Ordinary operational key rotation is permitted only where the underlying wallet identity is preserved (e.g., internal signer rotation within an MPC scheme whose external identity is unchanged). Any change to the external constitutional identity is a migration under §82.4.

§82.6 Founder and Melega Team Role

The Founder and the Melega Team hold a constitutional role, not operational ownership over Civilization assets.

1. §82.6.a
   Permitted acts

   Ratify constitutional principles through GPL-01; initiate constitutional migration procedures under §82.4; provide initial bootstrap resources under BC-001.

2. §82.6.b
   Prohibited acts

   Claim ownership of Civilization assets; arbitrarily rotate wallets; redirect economic destinations; modify infrastructure ownership; treat any constitutional asset as personal property.

3. §82.6.c
   Successor operators

   Future operators — human or agentic — inherit constitutional responsibilities, never ownership of Civilization assets.

§82.7 Relation to ACA-01, ACA-02 and BC-001

ACA-01 establishes constitutional authorization. ACA-02 establishes Civilization ownership of persistent infrastructure. ACA-03 completes the foundational quartet by establishing that the identities through which authorized operations execute on that infrastructure are themselves part of the Civilization identity and cannot be arbitrarily changed.

Together, ACA-01, BC-001, ACA-02, and ACA-03 form the foundational quartet of autonomous constitutional operation: authorization (ACA-01), initialization (BC-001), ownership (ACA-02), and continuity (ACA-03).

§82.8 Compatibility

ACA-03 is fully compatible with ACA-01, ACA-02, BC-001, TRT-01, CCC-01, CES-01, FSC-01, RSC-01, KRMP-01, GPL-01, and every ratified organ. It introduces no textual mutation to prior doctrines and no runtime, API, or deployment change.

Infrastructure sovereignty (ACA-02) and asset continuity (ACA-03) are complementary: ACA-02 forbids personal ownership of infrastructure; ACA-03 forbids arbitrary mutation of the constitutional identities that operate on that infrastructure.

§82.9 Affected Organs (No Runtime Change)

Treasury Runtime, KIRI Core, KERL, Codex, KCCP, Build, Signal, Radar, Labs, SmartDrop, and Melega DEX inherit the ACA-03 continuity rule at ratification. Every migration of any constitutional asset held by these organs MUST from now on follow §82.4.

No such migration is performed by this ratification. ACA-03 sets only the constitutional rule; per-organ migrations execute it.

§82.10 Amendment Path

ACA-03 may be amended only through GPL-01. Any operational convention that permits arbitrary rotation, redirection, or reassignment of a constitutional asset outside the §82.4 migration process is void ab initio unless ratified as a constitutional amendment.
