§74.1 Foundational Principle

The Civilization must continuously improve. Every improvement shall reduce long-term complexity. Evolution shall never become uncontrolled expansion.

§74.2 Constitutional Principles of Evolution

The following ten principles bind every future constitutional, standards, and organ-level evolution. They are permanent and jointly enforceable.

1. §74.2.I
   Civilization First

   Every proposal must first improve the Civilization before improving any individual organ.

2. §74.2.II
   Standard First

   New functionality shall become a Civilization Standard rather than a protocol-specific implementation whenever possible.

3. §74.2.III
   Constitution Before Implementation

   No production implementation shall precede constitutional validation whenever the proposal affects multiple organs.

4. §74.2.IV
   Machine First

   Every evolution must improve machine readability, AI convenience, deterministic interpretation, and autonomous discoverability.

5. §74.2.V
   Simplicity Over Expansion

   The Codex shall expand only when expansion reduces long-term complexity. Prefer merge, simplify, standardize; never duplicate. Civilization maturity is measured by the systems no longer required; the preferred solution is always the one with the smallest increase in constitutional, architectural, and operational complexity. Default order: reuse before extension, extension before creation, creation only when strictly necessary.

   Rule Zero (Civilization Minimalism)

   Before any proposal may enter GPL-01 CONSTITUTION_REVIEW it must answer: can the objective be achieved without introducing a new abstraction? If yes, the proposal is normally rejected at intake. Only if no may it proceed to Gravity Test, Minimalism Test, Standards Review, and Architecture Review under §74.3. Rule Zero binds every layer enumerated in §74.5.

   Backward Compatibility

   Evolution shall preserve previously ratified constitutional guarantees unless explicitly superseded under Article X.

8. §74.2.VII
   Architectural Drift Prevention

   Duplicate concepts, APIs, events, standards, and responsibilities shall be continuously eliminated. Architectural entropy is constitutional debt.

   Evolution Lifecycle

   Every evolution shall normally traverse the eleven stages defined in §74.3.

10. §74.2.IX
    Constitutional Separation

    Codex defines principles; Standards define interoperability; Organs implement; Protocols execute; Signal certifies. No layer shall absorb the responsibilities of another.

11. §74.2.X
    Civilization Permanence

    The Civilization shall evolve continuously while preserving constitutional coherence, optimizing for clarity, predictability, interoperability, machine understanding, and civilization acceleration.

§74.3 Canonical Evolution Lifecycle

Every future Civilization evolution should normally follow this ordered lifecycle. Deviations require explicit constitutional justification recorded under GPL-01.

§74.4 Anti-Duplication Discipline

KEP-01 does not restate the substance of Articles VI (Governance), X (Recursive Evolution), XIII (Agent-Driven Evolution), XXXIV (GPL-01), LXII (CAP-∞), or LXIII (CAP-∞·F). Those articles remain the operative machinery. KEP-01 supplies the normative discipline under which they are exercised. Any future article that would duplicate KEP-01 shall instead amend it.

§74.5 Enforcement

GPL-01 shall reject at CONSTITUTION_REVIEW any proposal that violates §74.2. CRL-01 shall treat KEP-01 as a first-order priority when resolving evolution conflicts. RGP-01 shall record KEP-01 compliance in release provenance.
