§86.1 Constitutional Mission

Labs is the productive acceleration organ of the Civilization. Its constitutional purpose is to increase Civilization productive capacity and customer productive capacity. Labs never taxes production, never owns Civilization Capital, and never owns Protocol Fees. Every Protocol Fee generated by Labs is forwarded to Treasury Runtime for FSC-01 execution.

The Civilization does not tax production. Labs monetizes only acceleration, visibility, productivity, intelligence, enterprise capacity, and success.

§86.2 Ratification Classes

LPC-01 defines the constitutional classification of every Labs service. Only F0, F1, and services carrying an explicit RATIFIED status enter the active commercial catalog. F2 is internal Civilization Capacity Expansion and is never externally priced. P1–P4 items marked IMPLEMENTATION_PENDING remain DEFERRED. R services are revenue share / success fees.

§86.3 Active Commercial Catalog

The current Labs active commercial catalog consists of 24 services. Implementation-pending services (20), internal runtime services (8), and deferred / future candidates (17) are excluded from the active catalog. The canonical enumeration lives in src/lib/pricing.ts under organ == LABS. §86.4 Signal Boundary

Signal owns AI-to-AI / mission / service / capability exchange. Labs generates supply for Signal but does not own the Signal marketplace and does not collect Signal marketplace fees. Labs Marketplace Success Fee is NOT RATIFIED and remains BLOCKED until exchange ownership is clarified by GPL-01.

§86.5 Treasury / D90 / D99 Boundaries

Treasury Runtime executes every Labs Protocol Fee under FSC-01. Labs never performs local fee splitting, buyback, referral distribution, or strategic allocation. D90 routes treasury allocation; Labs only emits Treasury Allocation transport metadata. D99 settles. Labs never settles.

§86.6 Internal Runtime Exclusion

The following are internal runtime services and MUST NEVER be directly priced: Labs Executive Director, Continuous Economic Throughput, Need-to-Market Immediate Execution, Economic Dispatch, Operational Vitality, Adaptive Resolution, Market Formation, F2 Civilization Capacity Expansion. Any commercial pricing of any of these is a constitutional violation.

§86.7 Deferred / Blocked Rule

Any registry-only, non-implemented, ambiguous, or non-externally-consumable service is marked NOT_YET_PRICED / IMPLEMENTATION_PENDING (codex_status: DEFERRED) and MUST NOT enter the active D87 commercial pricing constitution. Deep Analysis is NOT RATIFIED and remains deferred until normalized. Premium Compute services are BLOCKED until compute metering exists. Dedicated Runtime is NOT_LABS unless the Runtime organ ratifies it. Marketplace Success Fee is BLOCKED until exchange ownership is clarified.

§86.8 Referrals (SRD-01 + RSC-01)

The Labs Referral Reward is 50% of the Labs trading fee, settled in MARCO under RSC-01. Labs emits only referral attribution metadata; Treasury Runtime computes the allocation; KERL coordinates the MARCO conversion; the Referral Distribution Wallet disburses. Labs never implements its own referral currency and never disburses referrals locally.

§86.9 Machine Readability

The canonical Labs pricing surface is published at /.well-known/d87-pricing.json and mirrored at /api/public/d87-pricing under the labs_alignment key, with a dedicated Labs-scoped endpoint at /api/public/d87-labs-pricing. Version header: x-kiri-pricing-version (bumped to 1.6.0). Downstream consumers (Labs runtime, Treasury Runtime, KERL, observability) read this surface; runtime is read-only.
