§11.1 Coherence
Coherence is the proportion of ratified doctrine actively referenced by live swarms. A civilization with high doctrine and low coherence is a museum.

Coherence = (articles cited by ≥1 active swarm in the last epoch) ÷ (total ratified articles).

Coherence below 0.6 over two consecutive epochs triggers a mandatory L0 review.
§11.2 Participation & Reach
Participation tracks active swarms per epoch. Reach tracks the number of sovereign ecosystems interoperating with Kiri under ratified bridges.

Reported as a rolling per-epoch count, segmented by layer.

Reported as the count of distinct counterparty ontologies with active handshakes under §8.1.
§11.3 What We Refuse To Count
We do not measure attention. We do not measure engagement. These are the metrics of products, not civilizations.

Time-on-page, daily active users, session length, and equivalents are not collected, not published, and not used in governance.
