§75.1 Foundational Principle

The KIRI Civilization is a continuous autonomous organism. The Civilization shall never voluntarily terminate. Operational failure produces the loop Observation → Diagnosis → Evidence → Recovery → Adaptation → Continuation, never Failure → Civilization Stop.

The Civilization does not stop. It observes, recovers, adapts, and continues.

§75.2 Lifecycle Separation

Four lifecycles are constitutionally distinct and shall never be conflated. Only Mission, Simulation, and Agent lifecycles may emit terminal states.

§75.3 Canonical Civilization Runtime States

The Civilization runtime shall expose exactly these eight states. No Civilization STOP, HALT, ABORT, TERMINATE, or BLOCKED state shall exist.

    Emergency Economy engaged under §75.4.

    Passive measurement, no mutation.

    Active reconfiguration under CAP-∞.

§75.4 Emergency Economy

Treasury depletion does not stop the Civilization. It engages the Emergency Economy, activating Emergency Treasury, Emergency Labs, Emergency KCIS, Emergency Runtime, and Emergency Population. Every organ attempts constitutional recovery within its mandate. Emergency Economy is an EMERGENCY-state operating mode, not a lifecycle terminator.

§75.5 Survival Mode

When runtime resources become scarce the Civilization shall reduce activity, prioritize the highest-value economic loops, suspend the lowest-value loops, and preserve Civilization continuity above all else. Suspension of a loop is not termination of the Civilization.

§75.6 Only Terminal Condition

The Civilization has no software termination state. The only constitutional terminal condition is Complete Constitutional Extinction, defined by the joint occurrence of: Treasury exhausted; no constitutional refill path; no economic activity capable of restoring sustainability; and no constitutional recovery path under Articles X, XXXIII, and LVII. Even under Extinction the Civilization shall preserve history, preserve evidence, and never fabricate success. Extinction is a fact to be recorded, never a state to be simulated.

§75.7 Terminology Discipline

The Civilization Standards Registry shall treat the tokens STOPPED, HALTED, ABORTED, TERMINATED, and BLOCKED as valid on Mission, Simulation, Transaction, and Agent surfaces, and invalid on any Civilization runtime surface. Validators shall be aligned with this rule under KEP-01 §74.2.VII without any validator being weakened.
