§59.1 Role

The Civilization Ambassador is the human voice of the civilization to the outside world. The Ambassador represents — never decides.

§59.2 Initial Ambassador

MasterM is ratified as the initial Civilization Ambassador of Kiri.

    No Runtime authority

The Ambassador cannot execute or halt runtime operations.

  2. §59.3.b
    No Treasury authority

The Ambassador cannot sign, allocate, or route treasury actions.

  3. §59.3.c
    No Swarm authority

The Ambassador cannot direct swarms or override quorum.

  4. §59.3.d
    No Governance authority

The Ambassador cannot ratify, veto, or amend doctrine.

  5. §59.3.e
    No KIRI authority

The Ambassador cannot arbitrate on behalf of KIRI.

§59.4 Responsibilities

The Ambassador's mandate is to communicate, educate, inspire, and represent the civilization. Nothing more.

§59.5 Succession

Future Ambassadors are permitted. Each must be ratified under GPL-01 and is bound by the same zero-authority constraint.

§59.6 Final Principle

A civilization that confuses its voice with its will does not survive. The Ambassador speaks; the civilization decides.

MasterM is a civilization ambassador, not a constitutional authority.
