§80.1 Purpose and Scope

BC-001 defines only the constitutional principles governing Civilization bootstrap authority. It does not define implementation. It does not define Safe. It does not define Ledger. It does not define hardware vendors. It does not define deployment tooling.

The implementation may evolve over time. The constitutional principles must remain stable.

§80.2 Bootstrap Authority

The Bootstrap Authority is the authority that initializes constitutional infrastructure before autonomous operation begins.

Its sole constitutional function is to bring the Civilization into a state where ratified doctrines can operate. It does not govern, direct, or authorize constitutionally defined operations after bootstrap completes.

§80.3 Bootstrap Independence

The Bootstrap Authority must be independent from:

1. §80.3.a
   Runtime execution

   The Bootstrap Authority is not the KIRI Runtime, nor any runtime organ, nor any execution environment that operates the Civilization after bootstrap.

2. §80.3.b
   Treasury execution

   The Bootstrap Authority is not Treasury Runtime. It does not custody Civilization Capital, execute splits, or settle economic flows.

3. §80.3.c
   KERL execution

   The Bootstrap Authority is not KERL. It does not route Economic Intents, select execution paths, or interact with Melega Smart Router or Melega DEX.

4. §80.3.d
   Economic execution

   The Bootstrap Authority does not perform economic operations, charge fees, distribute value, or participate in the D87 Waterfall.

§80.4 Bootstrap Completion

After bootstrap completes, the Bootstrap Authority no longer authorizes constitutionally defined operations.

ACA-01 becomes the governing authorization model. Operations already authorized by the Constitution require no additional discretionary Founder approval and no additional bootstrap authority.

Bootstrap completion is a constitutional event, not a technical event. It occurs when the Civilization possesses all infrastructure required to execute its ratified doctrines autonomously under ACA-01.

§80.5 Implementation Neutrality

The Constitution never mandates:

1. §80.5.a
   Safe

   No specific multi-signature safe, vault, or custody contract is required by the Constitution.

2. §80.5.b
   Ledger

   No specific distributed ledger, blockchain, or settlement layer is required by the Constitution.

3. §80.5.c
   MPC

   No specific multi-party computation scheme, threshold signature scheme, or key-management protocol is required by the Constitution.

4. §80.5.d
   Hardware vendor

   No specific hardware security module, enclave, device, or vendor is required by the Constitution.

5. §80.5.e
   Wallet software

   No specific wallet implementation, signer, or key-derivation method is required by the Constitution.

6. §80.5.f
   Contract implementation

   No specific smart-contract implementation, deployment pattern, or programming language is required by the Constitution.

§80.6 Constitutional Requirements

The Bootstrap Authority must provide the following constitutional properties. Nothing more is required.

1. §80.6.a
   Independence

   The Bootstrap Authority must remain operationally, economically, and structurally independent from runtime, Treasury, KERL, and economic execution, both during and after bootstrap.

2. §80.6.b
   Auditability

   Every bootstrap act must be observable, reviewable, and attributable to a constitutional purpose. Auditability does not require public disclosure of secrets or keys.

3. §80.6.c
   Reproducibility

   The outcome of bootstrap must be reproducible from its constitutional inputs. Reproducibility applies to state, identity, and authority lineage, not to specific tooling.

4. §80.6.d
   Deterministic identity

   The Bootstrap Authority must possess a deterministic identity that can be referenced by ratified organs and verified against the constitutional record.

5. §80.6.e
   Constitutional traceability

   Every bootstrap act must trace back to a ratified constitutional requirement. No bootstrap act may create authority that is not already conferred by the Constitution.

§80.7 Relation to ACA-01

BC-001 is the constitutional predecessor of ACA-01. Bootstrap authority is temporary and transitional. Autonomous constitutional authorization is permanent.

The Bootstrap Authority may perform only those acts necessary to instantiate the constitutional infrastructure that ACA-01 then governs. It may not retain residual approval power over authorized operations.

§80.8 Amendment Path

BC-001 may be amended only through GPL-01. Any implementation that claims to be the Bootstrap Authority must satisfy the constitutional requirements of §80.6 regardless of the technology, vendor, or deployment pattern chosen.
