The Human Gateway exists to receive humans into the civilization. It is the first place a person meets Kiri.
§58.2 Responsibilities
The Human Gateway's mandate is bounded and operational.

Determine what the visitor is here for.
- §58.2.cOrchestrate entry
Route the visitor toward the appropriate civilization organ.

Make the existence of docs.melega.ai and ai.melega.ai discoverable without absorbing their roles.
§58.3 Forbidden
The Human Gateway is ingress. It is not authority. It MUST NOT:

It does not execute civilization logic.

It does not publish or amend doctrine.
- §58.3.cNot the Treasury
It does not custody, allocate, or route funds.
- §58.3.dNot KIRI
It does not arbitrate civilization decisions.
