§82.1 Fee Split Base
The Fee Split is always applied to 100% of the Protocol Fee, and never to transaction gross, escrow principal (OEP-01), Operational Infrastructure, Bootstrap Infrastructure, or Civilization Capital.

§82.2 Phase 1 Definition
Phase 1 is the Civilization Growth and Consolidation Phase. Its objective is to allow the Melega Treasury to sustain infrastructure, development, research, security, AI evolution, and ecosystem expansion until D87 constitutional economic targets have been achieved and continuously maintained for at least twelve consecutive months.
Only Governance may declare the transition to Phase 2, and only through GPL-01.
§82.3 Phase 1 Fee Split
Protocol Fee → 10% Buyback & Burn (MARCO buyback and burn), 10% Referral Distribution (governed exclusively by SRD-01; no organ distributes referrals directly), 5% Strategic Allocation (Governance-ratified programs only, e.g. OKIRIKIRI Human Impact; never team funding).
The 75% residual is split 70/30 between Treasury Melega and Civilization Treasury.

§82.4 Constitutional Principles
1) This is the unique Fee Split Constitution. Every productive organ shall use the same Fee Split. 2) No organ may define its own treasury allocation. 3) Treasury Runtime executes the Fee Split; Treasury Runtime does not modify it. 4) Wallet resolution belongs to the canonical Wallet Registry; the Fee Split operates on constitutional destination roles, never on module-owned wallets. 5) Future phases may redefine the residual split only through Governance ratification. The Buyback, Referral, and Strategic Allocation destination classes remain independent.
