§65.1 Mission Primacy

The civilization advances by executing constitutional missions. A mission is the smallest unit of civilizational evolution authorized under GPL-01.

1. §65.1.a
   Organs serve missions

   Every operational organ derives its legitimacy from the constitutional missions it executes.

2. §65.1.b
   No orphan implementation

   No implementation may persist without contributing to at least one constitutional mission. Orphan implementations MUST be retired or re-bound.

§65.2 Mission Registry

The Mission Registry is hereby ratified as a constitutional object. It is the canonical record of active, completed, and superseded missions.

   The Mission Registry is constitutionally addressable and machine-readable.

   Mutation via GPL-01

   Missions enter, transition, and exit the Registry only through ratified governance.
