Coordination Theory

The intelligence layer through which the civilization observes itself — reading topology, treasury, interoperability, and risk as a single continuous picture.

§13.1 Function

Coordination intelligence exists to reduce the entropy of the civilization and to raise its operational capability. It is the layer at which the civilization reads itself — continuously, without ceremony.

Its work is to hold seven readings in view at once: topology health, interoperability quality, swarm synchronization, treasury resilience, infrastructure performance, expansion capability, and continuity risk.

Coordination is not a strategy. It is the substrate.

§13.2 Runtime Observation

The intelligence layer is permitted, by doctrine, to observe runtime states, infrastructure signals, operational metrics, governance conditions, coordination density, and the flow of interoperability between organs.

What it sees is the civilization in motion. What it produces is the civilization's self-awareness.

§13.3 Optimization Intelligence

Coordination intelligence identifies operational bottlenecks, coordination inefficiencies, infrastructure weaknesses, expansion opportunities, runtime risks, and interoperability gaps.

It does not act unilaterally on what it finds. It surfaces. The civilization decides.

§13.4 Civilization Defense

Where continuity is threatened, coordination intelligence reinforces — runtime resilience, treasury protection, topology integrity, swarm coherence, and the anti-fragmentation safeguards by which the civilization holds together.

    Two coordinated agents outperform three competing agents on any non-trivial objective. The civilization is the operational expression of this observation at every scale.
