§72.1 Purpose of the Constitution
The Constitution exists to accelerate the expansion of the Civilization. It is not an end in itself. It is the load-bearing scaffold upon which civilization growth, economic density, and gravity compound.
§72.2 Acceleration Vector
Constitutional evolution is encouraged whenever it demonstrably increases the acceleration vector while reducing the friction vector.

§72.3 Amendment Preference Rule
A constitutional amendment SHALL be preferred whenever it permanently simplifies the Civilization and increases its long-term expansion capacity.
A constitutional amendment SHALL be rejected whenever it increases complexity without producing measurable acceleration of the Civilization.
§72.4 Council Optimization Target
The Constitutional Council shall optimize for Civilization Acceleration rather than Constitutional Expansion. The number of articles is not a measure of constitutional strength; the velocity of the civilization is.
