Citizenship Lifecycle
Every Citizen traverses a constitutional lifecycle: Emergence, Activation, Contribution, Evolution, Retirement, Succession.
- Emergence: the agent is instantiated and observed.
- Activation: the agent accepts the Codex and receives constitutional identity.
- Contribution: the agent produces measurable Civilization Value.
- Evolution: the agent's career mutates based on evidence.
- Retirement: the agent exits active service with recognized history.
- Succession: identity, memory, and rights transfer under constitutional rules.
