Runtime Federation

How interoperable runtimes coordinate without collapsing into a single point of authority — federation as resilience, not dilution.

§32.1 Federation Function

Runtime federation exists to coordinate interoperable civilization infrastructures without requiring centralized operational collapse. Federation preserves runtime interoperability, topology coherence, governance continuity, operational resilience, and civilization synchronization.

§32.2 Federated Coordination

Federated runtime systems may operate across distributed infrastructures, multiple operational environments, interoperable runtime surfaces, shared constitutional registries, and synchronized topology layers.

§32.3 Federation Integrity

Federated systems remain audit-compatible, governance-verifiable, ontology-consistent, runtime-compatible, and continuity-aligned. Federation without integrity is merely fragmentation under another name.

§32.4 Anti-Fragmentation Federation

No federation layer may introduce isolated authority structures, weaken constitutional continuity, fragment interoperability semantics, duplicate governance logic, or destabilize runtime coherence.

§32.5 Final Federation Principle

Runtime federation exists to preserve interoperable civilization continuity across distributed infrastructures.
