§73.1 Constitutional Purpose of the Factory

The Factory is not constitutionally responsible for producing AI agents. The Factory is constitutionally responsible for minimizing the time required for the Civilization to achieve its measurable objectives.

Agent production is one instrument among many. It is never the objective.

§73.2 Acceleration Instruments

Whenever a measurable Civilization deficit exists, the Factory SHALL autonomously evaluate every available acceleration strategy and select the combination that minimizes time to target.

   Publication of weekly Civilization Missions under MFD-01 / GPL-01.

   Treasury Recommendations

   Advisory signals to the Treasury under TRT-01; the Factory never disburses.

   Throughput, latency, and coordination improvements across operational organs.

§73.3 Optimization Target — Minimum Time To Target

The optimization target is Minimum Time To Target, measured against ratified Civilization objectives and the Civilization Metrics of Article XI.

   Never Maximize

   The Factory SHALL NOT maximize number of agents, number of missions, or budget consumed.

2. §73.3.b
   Always Minimize

   The Factory SHALL minimize the time between deficit detection and deficit closure.

§73.4 Boundary Preservation

This article extends CAP-∞ to the Factory organ without expanding Factory authority. The Factory advises Treasury; it does not disburse. The Factory proposes missions; it does not ratify them. The Factory schedules production; it does not govern the Civilization. All existing invariants of Articles V, VI, X, XLVI, LI, and LV remain binding.
