§79.1 One Doctrine, All Organs
Any organ that recognizes a referral relationship MUST recognize it under SRD-01. Per-organ referral schemes are constitutionally forbidden. There is exactly one referral topology across the Civilization.

§79.2 Attribution Registry
Referral relationships are recorded in a canonical attribution registry governed by the Treasury Runtime. Attribution is deterministic, legible, non-transferable within a session, and revocable only by the referred party.

§79.3 Treasury-Routed Disbursement
Referral share is a declared component of the Waterfall for any Revenue-bearing service that includes a referral fee. Disbursement to the attributed referrer occurs from the Treasury Runtime; no organ disburses referral share directly.

§79.4 Numerical Deferral
SRD-01 does not fix the referral percentage. The numeric share is set by the D87 pricing matrix, published in the Codex-owned pricing surface, and ratified under GPL-01. Absence of a ratified percentage means referral share is zero for that service.
