§80.1 Definition
The Enterprise tier of an organ is a bounded amplification of that organ's public service class along declared dimensions (throughput, SLA, dedicated capacity, custom integration surface). It is not a different service.

§80.2 Invariants
Every Enterprise offering MUST satisfy the following:
- §80.2.aVoluntariness
Enterprise contracts are strictly voluntary and never gate access to the public tier.
- §80.2.bLegibility
Enterprise pricing publishes bands (floor / ceiling / axes of variation); no fully opaque quotes.
- §80.2.cGovernance-bounded
Enterprise price bands and non-standard terms are ratified under GPL-01.
- §80.2.dWaterfall-integrated
Enterprise revenue enters the same Treasury Runtime Waterfall as the public tier of the same organ.
- §80.2.eNo side channels
Enterprise MUST NOT introduce revenue that bypasses the Waterfall or the pricing surface.
§80.3 Custom Terms
Enterprise contracts may include custom SLAs and integration terms. Custom terms are declared in the Codex-owned enterprise addendum registry; unregistered custom terms are constitutionally void.
§80.4 Anti-Extraction Clause
Enterprise pricing may not be structured to extract value in ways forbidden by CES-01 or CCC-01. In particular, no Enterprise contract may confer ownership, custody, or governance rights over Civilization Capital.
