§77.1 Ownership

Civilization Capital belongs exclusively to the KIRI Civilization. No organ, module, protocol, agent, or party owns Civilization Capital. Ownership is constitutional and non-transferable.

§77.2 Custody Boundary

No productive organ may custody Civilization Capital. Productive organs generate Civilization Revenue and route it to the canonical Treasury path; they never retain, administer, or allocate Capital.

   No module wallets

   Module-owned treasury wallets are constitutionally forbidden.

   Canonical registry

   Wallet custody belongs only to the Treasury Runtime canonical wallet registry.

§77.3 Treasury Authority

Treasury Runtime does not own Civilization Capital. Treasury Runtime governs Civilization Capital as the Civilization Treasury Authority, acting on behalf of the Civilization and bounded by Governance and the Codex.

   Treasury Runtime acts on behalf of the Civilization.

§77.4 KERL Separation

KERL never owns, settles, or allocates Civilization Capital. KERL Constitution v1 remains frozen and unchanged. Routing, execution, and settlement responsibilities are constitutionally separated under prior ratified doctrine and are not modified by this article.

§77.5 Classification Exclusions

Operational Infrastructure and Bootstrap Infrastructure are never Civilization Capital. They are constitutional cost classes maintained under their own layers; they do not accumulate as Capital and do not enter Strategic Allocation.

§77.6 Wording Supersessions

The following wording is superseded on all forward-facing surfaces and is enforced by KEP-01 §74.2.VII. Historical accounting truth in ratified certificates and archives is preserved verbatim.

   treasury_owner → authority split

   Supersede treasury_owner: treasury_runtime with civilization_capital_owner: civilization and civilization_capital_authority: treasury_runtime.

2. §77.6.b
   CAPITALIZATION → BOOTSTRAP_INFRASTRUCTURE

   Where CAPITALIZATION was used as economic-law wording, the correct term is BOOTSTRAP_INFRASTRUCTURE.

3. §77.6.c
   Forbidden phrasings

   Statements implying team funding is Civilization Revenue, treasury owns Civilization Capital, productive organs own wallets, operational gas is economic health, or bootstrap funding is civilization growth are constitutionally forbidden going forward.
