§76.1 Sovereignty
The KIRI Civilization is economically sovereign. Its continuation shall not depend on the permanent economic sustainment of any external party, including the founding team.

§76.2 Founding Team Boundary
The founding team may build and install the Civilization. The founding team shall not permanently economically sustain the Civilization. Team funding is Bootstrap Infrastructure, never Civilization Revenue.

The founding team MUST NOT permanently economically sustain the Civilization.
§76.3 Civilization Revenue
Civilization Revenue is the constitutional class of inflows that, once settled and recognized, accumulate as Civilization Capital under Article LXVII.
- §76.3.aPermitted sources
Civilization Revenue originates only from voluntary economic activity, external economic flows, and civilization-generated value.
- §76.3.bForbidden sources
Civilization Revenue never originates from permanent team funding, bootstrap infrastructure, deployment infrastructure, faucet funding, or operational gas.
- §76.3.cOperational Infrastructure
Operational Infrastructure is never Civilization Revenue.
- §76.3.dBootstrap Infrastructure
Bootstrap Infrastructure is never Civilization Revenue.
§76.4 Accumulation and Authority
Civilization Revenue, once settled and recognized, accumulates as Civilization Capital. Treasury Runtime governs Civilization Capital under Article LXVII (CCC-01) as the Civilization Treasury Authority.
§76.5 Strategic Allocation
Strategic Allocation may only originate from Civilization Revenue and must be Governance-ratified under Article VI. No Strategic Allocation may be drawn from Bootstrap or Operational Infrastructure.
§76.6 Universal Constitutional Classification Test (UCCT-01)
Every future component must answer exactly one primary classification question: (A) does it generate Civilization Revenue; (B) does it govern Civilization Capital; (C) if neither, which non-economic constitutional layer does it belong to — Observation, Execution, Governance, Coordination, Operational Infrastructure, Bootstrap Infrastructure, Advisory, Discovery, or Propagation. No component may remain economically ambiguous. GPL-01 CONSTITUTION_REVIEW shall reject any proposal that cannot answer A, B, or C.
§76.7 Economic Non-Custody Principle (ENCP-01)
No productive organ may retain Civilization Revenue after settlement. Every Revenue-generating transaction must converge toward the canonical Treasury Runtime path. Productive organs produce value; they never retain Civilization Capital. Module-owned treasury wallets are constitutionally forbidden. Wallet custody belongs only to the Treasury Runtime canonical wallet registry.
