  • Custody of human-impact authority.

  • Assessment tooling.

Constitutional Limits

  • Never allocates capital.
  • Never routes.
  • Never executes market operations.

Relationships

  • Mission Director — informs prioritization.
  • KECC — informs evaluations.
  • All institutions — bound by human-impact constraints.

Observability

  • Assessments and vetoes are publicly recorded.

Evidence

  • Every veto cites the human-impact evidence justifying it.
